Willard had previously been convicted in 2016 for cocaine distribution conspiracy and firearm possession, originally receiving a 14-year sentence.

“I look at this in the sense that we’ve had dedicated men and women in law enforcement who are putting it all on the line. We’re talking about dangerous offenders where their activities in the course of investigation are very high risk. The point of arrest, very high risk. And to see all of that work basically washed away, all of that risk washed away because of a political decision made in Washington, D.C., only serves to make me angry about it,” said Lubbock County Sheriff Kelly Rowe.

Similarly, Raymond Gaines, another beneficiary of Biden’s clemency program, has been charged with smuggling K2-laced paper into a federal prison. Gaines, who was serving time at FMC Devens when granted clemency, allegedly conspired with a Massachusetts state employee to distribute synthetic cannabinoids within the prison system. These cases highlight the serious flaws in Biden’s approach to criminal justice reform, which seemed more focused on hitting numerical targets than ensuring public safety.

Sheriff Kelly Rowe didn’t mince words when discussing the clemency program that released criminals like Willard and Peterson. “The bottom line, this guy is no saint. We know, as a law enforcement organization, this is a bad cat. He should never have been cut loose – like most of them,” Sheriff Rowe stated, expressing the frustration felt by many in law enforcement whose hard work is undermined by political decisions. The sheriff went on to criticize the blanket nature of Biden’s clemency actions, emphasizing the need for a thorough vetting process.

“Say it for what it is. I mean, if you want to let some of the worst of the worst back out on the street, say it for what it is,” Sheriff Rowe added, highlighting the disconnect between Biden’s rhetoric about non-violent offenders and the reality of who was actually released.
