President Trump nominates retired Lt. Gen. Dan “Razin'” Caine as Chairman of the Joint Chiefs of Staff, bringing his decorated military career, counter-ISIS expertise, and unconventional Air National Guard background to America’s highest military position.

Quick Takes

  • President Trump has nominated retired three-star Air Force Lt. Gen. Dan “Razin'” Caine to serve as Chairman of the Joint Chiefs of Staff, replacing Gen. Charles Q. Brown.
  • Caine brings extensive combat experience, having flown over 100 combat hours in F-16 aircraft with 2,800 total flight hours and played key roles in Operation Iraqi Freedom and counter-ISIS operations.
  • If confirmed, Caine would be the first career Air National Guard officer to chair the Joint Chiefs of Staff, requiring a Senate waiver as he is a retired three-star general rather than a four-star.
  • Caine’s nomination represents Trump’s effort to reshape military leadership, focusing on combat readiness over diversity initiatives.
  • Some defense experts have raised concerns about Caine’s business connections to Trump-affiliated entities, while supporters praise his professional leadership and strategic expertise.

A Distinguished Military Career

Retired Air Force Lt. Gen. Dan “Razin'” Caine, President Trump’s nominee for Chairman of the Joint Chiefs of Staff, brings a wealth of military experience spanning over three decades. First commissioned in 1990, Caine served with the 174th Attack Wing at Hancock Field Air National Guard Base in Syracuse, N.Y., establishing his foundation in military service. Throughout his career, he has logged an impressive 2,800 flight hours, including over 100 combat hours in F-16 aircraft, demonstrating his extensive operational experience in high-pressure military engagements.

Caine’s military decorations reflect his distinguished service, having earned numerous prestigious awards including the Defense Superior Service Medal, Distinguished Flying Cross, Bronze Star Medal with bronze oak leaf cluster, and the Defense Meritorious Service Medal. His combat experience includes significant contributions during Operation Iraqi Freedom, where he specialized in missions targeting SCUD missile sites, showcasing his technical expertise and leadership under combat conditions.

Strategic Leadership and Special Operations

Beyond his fighter pilot background, Caine has demonstrated strategic leadership at the highest levels of military operations. He has served in critical positions including deputy commanding general of the U.S. Central Command Special Operations Component and director of Military Affairs at the CIA. These roles placed him at the intersection of intelligence and military operations, providing him with unique insights into national security challenges that few military leaders possess.

“That was a pretty complex mission for the F-16. Partially because of our speeds, we were getting used to new targeting pods, night vision goggles, all this kind of stuff. And although most of us were proficient F-16 pilots, very few guys have the discipline to be the resident expert, and it became evident Raisin’ was the smartest guy in the room. He could hang out on the pro level, very relatable, very friendly, but like when he spoke, he was our subject matter expert on power. SCUD was a mission that none of us had really flown,” explained James Rennan former pilot for the 149th Lone Star Gunfighters.

“He always kept striving for more and striving for perfection. There’s guys that sit around the squadron and drink beer, and then there’s other guys that keep trying to do more stuff, you know. So that was Dan. He was working on the test center out in Tucson, going to fighter weapons school, he was always kind of looking for all of these other things,” said Ret. Col. Gary Atkin.

President Trump has specifically highlighted Caine’s role in the fight against ISIS, crediting his strategic insights for operational successes. During a recent event, Trump recounted Caine’s advice during anti-ISIS operations, demonstrating the general’s tactical acumen.

A New Direction for Military Leadership

Caine’s nomination represents a significant shift in military leadership philosophy under President Trump. If confirmed, Caine would be the first career Air National Guard officer to serve as Chairman of the Joint Chiefs of Staff, bringing a non-traditional perspective to America’s highest military office. His nomination comes as part of a broader leadership change that included the removal of Gen. Charles Q. Brown as Chairman, along with Chief of Naval Operations Lisa Franchetti and Vice Chief of Staff of the Air Force James Slife.

Secretary of Defense Pete Hegseth described Caine as someone who “embodies the warfighter ethos and is exactly the leader we need to meet the moment,” reflecting the administration’s focus on combat readiness and traditional military values. This appointment signals a return to prioritizing lethal fighting capability over other initiatives that characterized previous military leadership. The confirmation process may face challenges, as Caine requires a Senate waiver to serve in this position as a retired three-star general rather than a four-star general typically required for the role.

Challenges and Controversies

Despite widespread praise for his military expertise, Caine’s nomination has not been without controversy. Five former defense secretaries have called for congressional hearings regarding his appointment, expressing concerns about the unprecedented removal of military leadership and potential conflicts of interest. Questions have been raised about Caine’s business connections, including ties to venture capital firms such as Thrive Capital, run by Joshua Kushner, brother of Jared Kushner.

The Senate confirmation process will likely scrutinize these connections and evaluate Caine’s qualifications for the nation’s top military advisory position. As the process moves forward, both supporters and critics acknowledge Caine’s extensive military experience while debating whether his background provides the broad joint service perspective traditionally sought in this critical role. Regardless of the outcome, Caine’s nomination represents President Trump’s commitment to reshaping military leadership with leaders who prioritize combat effectiveness above all else.
